Detectives attached to the Kenya National Examinations Council (KNEC) have arrested a notorious Kenya Certificate of Secondary Education (KCSE) examination fraudster.
The Director of Criminal Investigations (DCI) has revealed that Stephen Nyang’au Mbeche was arrested in a joint operation with detectives from Masaba North.
Mbeche, the administrator of “KCSE 2024 Leakage Group” on Telegram, was cornered and arrested after a sustained surveillance operation.
The detective recovered a laptop and mobile phone Mbeche was using to extract money from people.
“A detailed search at his premises resulted in the seizure of a mobile phone and a laptop, the supposed tools of trade he uses to exploit parents and students involved in the cheating,” DCI said.
Mbeche is being processed for prosecution as the team continues to track down other individuals involved in similar malpractices.
Malpractice Cases
The Ministry of Education (MoE) has recorded eleven cases of examiners attempting to sneak mobile phones and other materials to KCSE candidates.
Besides, eight teachers from Pala Masogo Secondary School in Homa Bay were also arrested for allegedly being involved in examination malpractice.
CS KCSE Leakage Warning
Education CS Julius Migos Ogamba has emphasized that the government has put in place measures to curb exam cheating in the KCSE 2024.
Speaking on November 11, Ogamba said the measures will ensure the government punishes only individuals involved in malpractice and not the whole examination centre as it has been.
“We have put in place very serious measures to the extent that if there is any malpractice this year, we are going to condemn an individual and not the whole school or examination centre,” he said.
Additionally, Ogamba said the government will conduct investigations in instances where exam malpractice involved the whole school.
The CS stated that authorities will punish individuals caught cheating in such scenarios, even if it impacts the entire team or institution, like in the recent case in Homabay County.
“Where we find that the whole team collaborated or conspired to ensure that there is some interference like it happened in Homabay, we will follow the evidence and ensure that all those who are involved face the law,” Ogamba said.

Role of Judiciary
He explained that the ministry has requested the Judiciary to fasten the hearing and ruling on cases involving exam malpractice.
Ogamba noted that investigations and prosecutions of such cases have been taking too long, leading people to forget and continue repeating the offences.
